During Japanese occupation, Araki, Kuai and other Japanese rulers kill Taek Kyeon artists at random to uproot our traditional martial art Taek Kyeon. They make a frantic search for the great master of Taek Kyeon Cheong-Wun whose nickname is the tiger of In-Wang Mountain. Meanwhile our Taek Kyeon artists led by Cheong-Wun wait for the chance to find out martial art textbook which Na Wang-Jae, a cat's paw of Japanese power, hid somewhere. They snatch the text from Na Wang-Jae who tries to sell it to Japanese ruler. But that text is not genuine copy. When Na Wang-Jae is killed by Araki and Kuai because he tries to sell the real text, Chung-Wun appears to fight with these Japanese to get the text.
