Jo Gook (Cha Seung-Won, SBS Best Actor Award) is an ambitious big-city bureaucrat with an eye on the presidency. Much against his wishes, he is abruptly dispatched to be the new deputy mayor in the backwater coastal town of Inju where he meets Mi-rae (Kim Sun-Ah), a low-level clerk who works in the mayor's office. Jo Gook quickly makes enemies with just about everyone at the City Hall. But his most ridiculous run-ins are with Mi-rae, whose kindheartedness and steadfast determination end up capturing the hearts and minds of all Inju citizens.

City Hall is a drama that will deal with politics in a romantic comedy genre. Its about the happenings between a young woman mayor and an elite bureaucrat. Jo Gook is an exceedingly smart government official. He passed the Higher Civil Service quickly, and basically is the perfect guy. But being a deputy mayor is not enough for him. He lives with the dream of becoming South Koreas President. He should have easily gone straight to the top, but due to an unexpected incident, he gets dispatched as a deputy mayor for a provincial small town, Inju City, where Shin Mi Rae was working. Shin Mi Rae is a low-ranking secretary in Inju, but she works her way up in becoming the youngest City Mayor. As their paths met, they have to deal with each others personal and social differences. But despite their constant bickerings, would they end up in each others arms?

Shin Mi-rae is a civil servant whos been working at a very low post for the last seven years. Known for her great coffee, she falls in love with Jo Guk, the new deputy mayor. Mi-rae has a great deal of credit card debt, so she enters a beauty pageant to win the first prize of 20,000,000 won (approximately 20,000 dollars). But when the prize money ends up in the mayors pocket, Mi-rae holds a one-person demonstration in front of city hall. After a series of ups and downs, Mi-rae gets her prize money, but has no choice but to resign from her job. When the situation is leaked to the press, the mayor resigns as well. The job of mayor is up for grabs and Mi-rae becomes nominated as a mayoral candidate with the support of her followers and Jo Guk, the deputy mayor. Will Mi-rae rewrite history as the youngest female mayor ever? What is Jo Guks real intention in helping make Mi-rae mayor?
