He, who is full of chivalry, feels righteous indignation when he watches local government officials' oppression, So that he applied to Kwakeo, an ancient state examination to win the first place. Then, he has been ordered to take office of a governor at Pyeongyang Province. He punishes bad government official relentlessly, which makes him put into jail because of villainous retainers' plot. When he has been found out to be innocent, he becomes released. But, he feels disappointed and makes up his mind to live a quiet country life.
