The North Korea orders the pro-Pyeongyang federation of Korean residents in Japan, Chochongyeon, to bring Koreans visiting Japan for the 1970 Exposition to North Korea. So Chochongyeon contrives to win South Koreans to their side but only to fail. On the contrary, their illegal activities are made known by Park Dong-Keun, a South Korean intelligence agent who infiltrated their headquarters.
